This is the third time we invite you to help us stand up for nature. The Slovenian parliamentary committee will attempt to approve the most controversial law so far, the 2nd article of PKP3, during a night session called for Tuesday May 26th.
This third anti-corona legislation package, if approved by the government on Tuesday May 26th, it will abolish virtually all nature and environmental safeguards for the construction of large facilities until the end of 2021.
- It allows investors to build without a valid building permit.
- It undermines the competent public institutions and puts them in the service of private investors.
- It leads to exploitation, as it removes anyone from procedures who can draw attention to the procedure or highlight discrepancies, thus;
- Abolishing the courts’ power over the decisions of the Ministry of the Environment.
We want development. But not development that will destroy rivers, clearcut forests, pave over agricultural land and devastate our biodiversity.
We want investments. But not investments aimed only for the profits of investors, regardless of the sustainable development of society and the economy.
We want jobs. But not the kind that are promised before construction and vanish after project realisation.
We want a Ministry of the Environment that will guard the environment and protect nature, and rigorously assess the impact of potential investments on the environment – rather than encourage construction investments at any cost.
We want a green, safe and democratic future for ourselves and for all descendants.
We therefore call on the MPs: reject the controversial provisions of the latest anti-corona package.

SUMMARY OF GOVERNMENT ACTIONS
- On April 28, 2020, the government adopted a new, second anti-corona law (PKP2) which contained the disputed Article 42 and with its sub-articles amended the construction legislation (enables construction without a building permit), disabled nature protection organizations and public nature conservation institutions. Disputed article is unconstitutional and was sent for constitutional review, but this did not stop them from implementing the provisions of the law anyway.
- On May 12, 2020, the Committee on Infrastructure, the Environment and Spatial Planning approved an amendment to the Slovenian Nature Conservation Act, thus interfering with the basic act of nature conservation in Slovenia. By doing so, they aggressively limited the number of non-governmental organizations that can act in the public interest of nature conservation. In this way, they withdrew the possibility of appeals against the disputed projects. The amendment and the amendment to the amendment were assessed as unconstitutional by the Legislative and Legal Service of the National Assembly.
